1. Each entry must use the “Register. Be Counted. Vote!” logo. There are two versions of the logo available.
     The entry must be the original work of the student(s), hereafter referred to as "entrant(s)."
  2. This competition is open to entrants in middle or high school in any area of Travis County. Students must be enrolled in public schools, charter schools, private schools or be home-schooled.
  3. The entrant(s) must designate the Public Service Announcement (PSA) category for which they are entering:
    • 60-second PSA (English or Spanish)
    • 30-second PSA (English or Spanish)
    • 15-second PSA (English or Spanish)
    Only one entry per entrant or team per category. However, all entries may also be submitted to the People’s Choice category. A first-, second- and third-place prize will be awarded in the 60-,30- and 15-second categories. Only one top prize will be awarded in the People’s Choice category, going to the video with the most votes.
  4. Entries can include animation as well as film that features real people or objects. The only condition is they must use the “Register. Be Counted. Vote!” logo to brand the video.
  5. Entrants must provide photo release forms for every person who appears in the video. The release must be signed by a parent or legal guardian for every person 17 years of age or younger who works on or is featured in the PSA, or signed by the person(s) being featured if 18 years of age or older. The release forms may be scanned and submitted at the time of the video upload to the contest but the originals must be mailed or dropped off to: Travis County Tax Office, ATTN: PSA Contest, 5501 Airport Blvd., Austin, TX 78751. The original releases must arrive in the tax office within 10 business days of the video upload or the entry may be disqualified.
  6. Only one entry per person, whether individual or group participation, in each category but all the entries in a particular category may be loaded into the People’s Choice voting competition. 
  7. School staff and faculty may provide guidance and critiques but may not participate in conceiving and producing the video. Students are not required to have a teacher advisor in order to participate. If a teacher acts as an advisor, his or her name should be listed on the student's Entry Form.
  8. Entries must be submitted online and posted on You Tube, requiring entrants to have a free You Tube account. Students must complete the online Entry Form and then upload their Public Service Announcements through the website (available until Nov. 6, 2017). Please make sure that the finished PSA is in High Definition .MP4 format. MP4 file video: H.264 (NTSC, 1920x1080, 29.97 fps, progressive). Audio: AAC (160 kbps, 48 kHz, stereo) or Audio Codec: MP3.
  9. Entries must be successfully uploaded by midnight at the end of the day on Nov. 6, 2017.
  10. Upon receipt by the Travis County Tax Office, all entries, together with all intellectual property and proprietary rights in and to those entries, become the sole and exclusive property of Travis County. Entrants, without any compensation from Travis County, grant permission to the Travis County Tax Office to use their names, likenesses, images, voices, biographical information and all other contents of the entries for promotional purposes related to the voter registration & voting  activities of the Travis County Tax Office. By submitting an entry, entrant(s) represent that their entries constitute original works of authorship that do not infringe or otherwise violate the intellectual property or proprietary rights of any other person, and that Travis County will not be liable for any claim of infringement or violation. Further, entrant(s) grant the Travis County Tax Office the right to exhibit, distribute, televise and otherwise use the entries in various media.
  11. Prize recipients will be determined by the judges, who include film and broadcasting professionals. The judges’ decisions will be final. Travis County Tax Office reserves the right not to award all prizes in all categories.
  12. An official awards ceremony hosted by Alamo Drafthouse Cinema, where we plan to show the winning entries in the theater, is tentatively scheduled for 10:30 a.m. Jan. 13, 2018. Prize recipients will be notified in advance of the Jan. 13 event.
  13. For those participating in a group, the student whose name appears as the primary contact on the Entry Form will be considered the team leader, and will be the primary point of contact for the team.

TERMS OF AGREEMENT

You must agree to these terms before you upload your video:

The video must be either 15, 30 or 60 seconds in length.

Entry must clearly demonstrate it promotes the theme of the logo: “Register. Be Counted. Vote!” which must appear in the video. Your video must be a High Definition (HD) .MP4 for television broadcast quality.

Videos must follow rules and content guidelines:

  1. Videos must not support or demean any political party or person. 
  2. The video must not contain brand names or trademarks except for the mandatory logo that must be included in the video.
  3. Videos must not contain material that is indecent, obscene, hateful, defamatory, slanderous, or libelous in the reasonable views of the judges.
  4. Videos must not contain material that promotes bigotry, racism, hatred, or harm against any group or individual.
  5. Videos must not contain any material that is unlawful, in violation of or contrary to Texas laws or regulations.
  6. You must have signed consent forms from parents (or legal guardians) for any person 17 years of age or younger who appears in your video. Consent forms may be signed by anyone 18 years of age or older on behalf of themselves.
  7. By submitting an entry, entrant(s) represent that their entries constitute original works of authorship that do not infringe or otherwise violate the intellectual property or proprietary rights of any other person, and that Travis County will not be liable for any claim of infringement or violation. Further, entrant(s) grant the Travis County Tax Office the right to exhibit, distribute, televise and otherwise use the entries in various media.
  8. Entrants, without any compensation from Travis County, grant permission to the Travis County Tax Office, to use their names, likenesses and entries for promotional purposes related to Voter Registration & Voting and its activities.

No more than one entry per person per category, though entries in the 15-, 30- and 60-second categories may also be submitted and compete in the People’s Choice award.

Deadline for submission is Midnight, Nov. 6, 2017. 

Submission of entry signifies your voluntary and knowing consent to transfer ownership of all intellectual property and proprietary rights in and to your entry to Travis County.
